President Trump has issued a new proclamation modifying the Section 232 tariff regime for aluminum, steel, and copper products, with changes taking effect June 8, 2026.
The proclamation provides targeted relief for certain downstream industries while also expanding tariff coverage to additional products. Most notably, agricultural equipment and certain residential HVAC systems and components will now qualify for the temporarily reduced 15% Section 232 duty rate, recognizing their importance to U.S. economic activity.
The administration is also temporarily modifying tariff treatment for mobile industrial equipment and machinery, providing additional flexibility for businesses that rely on these products.
At the same time, importers should be aware that aluminum lithographic plates and steel racks have been added to the list of derivative products subject to Section 232 duties.
Another significant change involves U.S.-origin metal content. The threshold for products to be considered made “entirely” from American aluminum, steel, or copper has been lowered from 95% to 85% by weight. This change is intended to encourage greater use of U.S.-produced metals while making it easier for manufacturers to qualify for favorable tariff treatment.
The proclamation also introduces special rules for certain imports from Canada and Mexico under the USMCA, allowing duties to apply only to non-U.S. content in qualifying products, subject to a minimum effective duty rate and enhanced Customs enforcement requirements.
Importers of metal-intensive products should carefully review the updated product coverage, country-specific provisions, and origin-content requirements to assess potential duty impacts and compliance obligations ahead of implementation.
