Mandatory CPSC eFiling begins on July 8th. The U.S. Consumer Product Safety Commission (CPSC) will require importers of regulated consumer products to electronically file certificate data with U.S. Customs and Border Protection (CBP) at the time of entry.

This marks a significant shift in the import process. Instead of simply maintaining a General Certificate of Conformity (GCC) or Children’s Product Certificate (CPC), importers must now submit key compliance information electronically through CBP’s Automated Commercial Environment (ACE), where it will be shared directly with the CPSC.

The new requirement applies to importers of record for consumer products that are subject to mandatory CPSC safety standards and certification requirements, including both general consumer products and children’s products.

Importers will be required to provide seven core data elements that support their product’s compliance, including product identification, applicable CPSC safety standards, manufacturing information, testing details, and the contact responsible for maintaining compliance records.

Depending on your import volume, you can submit this information through a Full PGA Message Set or utilize the CPSC Product Registry for Reference Filing, which can streamline the process for companies managing multiple products and shipments

Although CBP is expected to provide some flexibility during the initial rollout, importers should not wait until the deadline to prepare. Missing or inaccurate data could result in shipment delays, cargo examinations, holds, or other enforcement actions. Conversely, complete and accurate eFilings can help facilitate faster cargo processing and reduce unnecessary inspections.

Preparing for mandatory eFiling starts with understanding which of your products require certification, ensuring your compliance data is complete and accurate, and selecting the filing method that best fits your business. Reviewing your processes now can help avoid costly disruptions once the requirement takes effect.
